American Legion National Commander Harold Dale Barnett installed and sworn-in Post 38 officers during the chartering and Post stand-up ceremony in Seoul, Korea, on Dec. 4, 2015. Officers sworn in were: Michael Napsey (Post 38 Commander), William Wight (1st Vice Commander), William Black (Adjutant), Steven Tharp (Finance Officer), Tim Lane (Chaplain), Donald Wong (Historian & Staff Judge Advocate), Bill Beatty (Service Officer) and David Hill (Sergeant at Arms). Col. Lewis L. Millett Memorial Post 38, Seoul, South Korea, under the Department of the Philippines, is the first American Legion post ever established in South Korea.
