Ceremonial dress uniforms are worn on very special formal occasions, such as state receptions, balls, coronations, parades, weddings, funerals and holiday traditions, in addition to certain private ones such as marriages and funerals. In the European hierarchy of dress codes, ceremonial dress is often considered one of the most formal; in other cultures ceremonial dresses vary widely, having entirely different meanings and styles.

Frequently, community leaders will dress in this distinctive fashion during ceremonial occasions, as cultural traditions dictate that use of ceremonial, festival and other ritual clothing is a structure to reaffirm social ties and values. Rituals frequently are perceived as being out of the ordinary because they highlight significant cultural or personal events.

David Jakupca began his foreign service in the military during the Vietnam War, serving with distinction until honorably discharged.

The International Center for Environmental Arts (ICEA) was founded by David and Renate Jakupca in 1987 with the mission "to meet the compelling needs of ordinary citizens for access to current, balanced, understandable information about complex global issues."

American Cultural Ambassador David Jakupca is officially credited and accepted with being the spiritual father of the Environmental Art Movement by many organizations including the United Nations, Earth Island Institute, Time magazine, the State of Ohio and many others.

ICEA was organized into three divisions: Environmental, Humanities, and Arts and Culture. This acts as an umbrella organization of affiliated groups that support related agendas with the idea of creating a prototype NGO that is easily replicated in other communities, cities, states and countries. ICEA's mission is the Theory of ICEALITY on Environmental Arts; that is, to "assist in understanding of the relationship between humans and their environment through arts and culture, ultimately promoting a sustainable global culture of peace between all living things (human, plant and animal kingdoms)," as the first professional art organization to be solely dedicated to this end.
