SAN ANTONO – (Nov. 18, 2025) – The American Legion Oratorical Contest exists to develop deeper knowledge and appreciation for the U.S. Constitution among high school students. To support the program, two high school students participated in an oratorical contest hosted by Fred Brock American Legion Post 828.

Each contestant delivered a prepared oration as well as an oration on a randomly assigned constitutional topic.

Sarah Frost, a senior at Advanced Learning Academy High School, was awarded first place in the contest followed by Jorel Williams, a senior at Samuel V. Champion High School, as the runner-up.

Both students will compete at the district level in January against winners of contests within the 20th District.

The oratorical contest offers a unique challenge to high school students in two ways: (1) it establishes a connection between the student and the Constitution of the United States, and (2) it challenges the student to speak about the specific sections of the constitution while being evaluated.

"Post 828 is a firm believer in service to veterans, but also to youths,” said 1st Vice Commander Billy Hill, program chairman. “Post 828 is interested in building better leaders for a better country.”

Public speaking can be challenging for most citizens, said Hill. However, to be evaluated during the presentation creates added pressure.

“Our intentions are to prepare children and youth early and often, he said. “We believe the secret sauce for speaking is frequency and consistency, and we're moving forward with this thought in mind."

The post is proud of both students for their participation and hard work put forth to competing in this year's contest.

"The American Legion Oratorical Contest is one of the organization’s most respected youth programs, and maintaining a strong oratorical program at Post 828 is vital to our mission, our legacy and our connection to the community,” said Post Commander Amanda Parham. “When Post 828 provides this opportunity, we are making a direct investment in shaping future leaders, scholars and public servants."

Since 1938, the American Legion High School Oratorical Scholarship Program has encouraged the nation’s high school students to study the U.S. Constitution and hone their public speaking skills.
